Cooling fans, stumped. yes I searched

I just got this car 02 GT 3.8. I did the normal since there were signs of leaks at the plentum. Things I did so far.
Changed the LIM gaskets to the new metal ones. Valve cover gaskets. Complete new upper plentum. Coolant temp sensor, Radiator, Water pump, Plugs ,wires,and air filter.
Car runs great no leaks good heat and bled the system a few times. Good heat and tstat is working fine.
The cooling fans DO work I checked them directly to the battery. Checked all fuses and relays and wiring behind fuse block. My fans do not run when I unplug the ECT, they never come on. I know they are supose to come on as a default when this is unpluged but they don't. The AC does not work at this time (that is next on the list) so I can't check it with the AC on.
I did notice that someone has probed the wires at the connector down by the fans and the radiator was replaced but not by me . The low coolant sensor I belive is faulty because the light comes and goes so I just unplugged it.
I have searched for 2 days on the forums but I haven't found a solution if the fans don't come on with the ECT unplugged.
I am leaning twards a ECM but...
I also did the upgrade for the blower motor cover under the cowl since the pass floorboard was soaked with water.

switched the relays all 3 since I went to the bone yard. I let the car get hot again and both came on. One would not come on by its self but at least they will come on now. Got to wait till I get to work to put it on the verus and check both side temps.
On a side note my POS work car that I took to the bone yard got broke into in the parking lot .
 
two reasons why...one since someone was into the wiring plug then the plug prongs maybe bent and not making contact so the fans dont come on.....check for voltage at the relay side of the plug. second, which i think it i,s is you have a faulty computer. my bonneville had the same problem and i finally chased it down and found the computer wouldnt command the fans on even with hptuners commanding the computer to do so.
 
I have tested the harness good back to fuse block that is why I went ahead and changed the relays but now I get both fans when hot but number 1 fan wont run by its self. I have not had time to hook up the scanner and command the fans and watch both sides of the temp. Hopefully this week I can get time. I am leaning twards ECM too but want to make sure.
 
If you get both...I'm not thinking ECM. It's possible...more likely it's wiring. Some guys see a lot of corrosion and issues from it on the older GP's
