Coolant tank questions

I just picked up a 2001 gtp and am finding strange things the previous owner did. One thing I found was on the coolant tank in the back up top by the firewall he had wrapped a rag around it. He plugged the hole on the end of the little spout looking thing. What is supposed to be here? Should it be open or should there be a hose coming from this going somewhere? Any help much appreciated!
 


There should be a small hose that goes from the coolant tank to the radiator, right under the rad. cap.
I see the hose from the front of the coolant tank going to the radiator. But what I’m talking about is on the back of the tank up top facing the firewall. Is it like to drain if the tank is too full?
 
my coolant tank is like this if you are looking at it from the passenger side of the vehicle installed there is the port that connects to the radiator at the very bottom right of the tank then the very top left there is also a port. its odd that he covered it with a rag I assumed it was just a breather hole of some sort or if the tank overflowed it would go out here in a controlled maner not hitting any belts as opposed if it overflowed out the cap. previous guy mustve kept overfilling it and it kept going out there. but a rag still isn't the best means of sealing haha idk about your tank but mine has a fill line about halfway up I keep it around there fill it with a cold engine btw or if the engines hot fill it a bit higher but ive filled it about 80% full and never had problems with that port on the top left:th_thumbsup-wink:
 
if you haven't already id personally check to make sure he didn't over fill anything else haha if hes filling things to the top on all the fluids then thats a problem haha reminds me of a time I was filling gas in flint and lady next to me had gas overflowing out of her tank and continued to fill it then finally asks me "if its overflowing does that mean its full":th_nervous: I was a nice as I could be answering but geez haha
 


Thanks for the replies. The previous guy is a moron I’m pretty sure. Besides the rag on the coolant. He rattle canned the hood, top and trunk blue, rest of the car is silvermist by the way. I had wires going everywhere for a system he must of had in it. Poor car lol.
Anyways So the Carfax report had on it the second owner flushed the coolant at 75k miles in 2010. Not sure if it was kept Dex-Cool or went to green antifreeze. If the last guy added green antifreeze and it did have Dex-Cool in it how fast would it gunk up? I haven’t really inspected the coolant color. If that’s the case would the coolant in the tank look all messed up or would it just be inside the radiator? Hope that makes sense lol, by the way I’m not driving it right now till I get some things sorted out in it, this being one of them.
 
well if he used the green prestone brand stuff its supposed to be pretty universal but ive changed it and it still turns brown pretty quick I change it 2 times a year to keep it clean dosent cause any problems though im just anal. but part if the reason its so mine is still bad could be the previous owner was running dex "mud" in mine lol so since yours was flushed at 75k I assume you'll be fine I feel like mine wasn't even touched until 120k mile mark when I did the flush but either way I would flush it all and go to green prestone just do it good im sure however dirty my engine cooling system gets if I went the dexcool route it would probably be worse. but hey could be worse he could have done silver and orange:th_laugh-lol2: imo thats the worst color combo in history barf lol orange with like silver rims and some chrome or silve accents is alright but anything else I just wonder why
