Cold start Engine revs

On a cold start my car revs about 1500 then goes down after it warms up a bit. Is this normal? Its always happened since i owned the car and I figured it was normal.

Mine does that, but my tach is off by 200 or 300 so it shows 1500 but is really 1300 maybe or less.

It does that to warm the engine faster

Pretty sure they still do it at -10F.
