Car Stalls When Slowing Down?

This has happened to my twice on a 97 Grand Prix GT. Whenever I exit the highway off ramp, the car just stalls. There is no sputtering and it just shuts down without me realizing it until I lose power steering. Is this an electrical or a fuel problem because I lose all power steering and the battery light does come on when the car shuts off. The car starts right back up and then seems to drive fine.
 


The tank has been 1/4 to half full. I haven't noticed if the tachometer drops because I'm not even aware it stalls until I'm making the turn on the off ramp.
 
I'll add the same day this started happening my key will not remove from the ignition without using the release button under the column so I'm not sure if this is related.
 


FWIW you should expect all the lights on the dash to come on at a stall. Same as when you turn the key to on. It's the test of the lights.
 
Would I lose power steering after a stall if it were a fuel type issue or does that only happen when it's an electrical or battery problem?
