BOOST issue

Ok well I've been having this issue where the DIC shows that i have like one square block at idle(my autometer shows vacumm). Then today i cant seem to get it to show full boost. and also sometimes when Im going up a hill it will down shift once than it will down shift a second time and the RPM's will shoot up and i have no boost. this is really frustrating. any help would be great.
