Blower fan stop working after car wouldn't start

On Friday we had a really cold morning and my car wouldn't start, even tried to jumpstart it. So today I put it on the charger and got it started, however the blower wasn't working - it's never had this problem before. I have a 99 GTP with digital climate controls. I can hear the doors etc clicking as I go through the modes and toggle between auto/manual control, but no fans. Checked the fuses in the glove box and look good. Strangely one fuse I see in the manual doesn't have a fuse and only a contact on one end, must have been a last minute change.

Any suggestions - seems like strange timing this happened right after a really cold day, is it possible the battery is bad and it's not turning on due to voltage? Seems ok. Maybe jumpstarting killed the resistor/motor? Need to beat on the motor?
 


Test for power at the motor, even apply 12volts and a ground to the motor and see if it turns on.

Hey, checked it out this morning at did have voltage at blower connector. I also noticed there was a hose that was supposed to be going into a hole in the blower housing held on by a big loop around it that wasn't in place, stuck it back in, probably out for a while. Maybe a drain?

In any case still didn't work, so I hit it a few times and it started working. A sign of a failing motor or just froze up in the cold? Been through a lot colder...
