Bed liner wheel wells

Hello, I have been wanting to put this on here for a while. I washed my car and polished the GTP. I decided to try to prevent the paint from chipping on those back quarter panels by putting bedliner on their. It works awesome. It started flaking off but I was rushed due to weather and didnt sand down some of the fenders underneath. Heres a pic anyway

I've heard things like that on fender wells and underbody can actually make rust worse, because once it starts to crack or flake the salt/water gets in there and then it holds the salt/water to the metal instead of letting it get washed away. I dont know how true it is though... living in the salt belt, I'd definitely like to protect my metal somehow.
 
Yeah I heard that too. I am going to rip it all off and take the wheels off so I can do a better job. I would rather have it on cause where I am the only time we have to worry about salt is winter but all summer I drive lots of gravel which is hard on the paint around those fenders.
