Bad dimmer switch?

Lights wont come on in dark, fogs, parking, and brake lights all work fine. Interior illum and lowbeams will not work...Only way for me to have lights is to have highbeams on 24/7 and if i click them down to low, to say, pass an oncoming car, all my lights will go out and ill be left with foglights..Is this a bad dimmer switch? Fuse? Or something more?
