Another safety recall

So I just walked in from work and see this recall letter from GM stating that the previous procedure done about oil dripping on the exhaust manifold may not be sufficient to prevent a potential fire. Also, the valve cover and valve cover gaskets will be replaced with a "new design". The parts are not even available at the moment. And they will remove the plastic engine cover and plastic oil fill tube. Why didn't they checked this during the previous procedure? Can I replace the valve cover and gaskets myself? Thanks.
