AC/Heat blower fan malfuntion

Hey guys, I have had this problem for a while now. Essentially, after a half hour to an hour of operation, the air will stop flowing. The blower fan is still moving. I had replaced the blower fan because I thought it was failing, but that didn't do anything. At first, I thought it had to do with the AC working on humid days causing something to malfunction, but it does it with the heat as well. Any thoughts?
 


No, the actuators are all functioning normal. You can switch to floor or defrost and feel slight movement out of it's expected vents but the flow is very weak.
 
So I have had what sounds to be this exact issue for years now.

My car is a ’98 GTP with the dual zone automatic climate control, where you can set the temp and it automatically adjusts and holds that temp.

Example of what I’ve seen: Get in the car on a hot day, set temp to 72. A/C and fan kicks on full bore. Driving for a long while the fan slows down, because it senses the car is cool enough and is adjusting the temp accordingly. Eventually the car warms up again, but the fan doesn’t come back up to speed, so it continues to get warmer. Same in reverse for cold winter days.

I’ve countered this issue forever by just manually adjusting the fan speed to full high, then setting the temp I want.

If you all have any idea what it might be, I'd be very grateful.
