I wanna change the fuel pump on my 99 gtp but when I take out all 3 fuses to the fuel pump and start the car it stays on and won't die. Any ideas whats wrong?

Let's do this another way.
Turn the ignition off and remove the key. Lift your hood and press the center of the schrader valve on your fuel rail. It'll spit fuel all over and release the pressure in the system. Once that pressure is gone, you are ready to change the filter.
