99 GTP DIC issue, and cant read SES light

Cars been doing this for a while and I cant figure it out. The DIC (Drivers Information Center) is flashing 0.0 for everything and not showing any boost on the screen. Also the TCS off light stays on and I cannot turn tcs back on to shut off the light. It starts flashing a few seconds after I start the car or move it. Also the SES light is on but I cannot get any scanner to read it from the adl port. Scanner just says no signal detected or whatever as if the key were off. I think the SES light is on because of a missing cat and a bigger down pipe in its place but anything else i cant tell now. Car runs fine though. This started as a random issue and just happened more and more often not its every day every time. ANY ideas? Ive posted about this issue before but nobody could help. Anyone???

That's one thought I had too, someone else said maybe the DIC itself is bad but how would I be able to tell which it is? Would either of these be the reason I can't scan it to see what the ses light is on for?

Also the scanner is getting power from the port under the dash too, it just acts like the key isnt in the "ON" position, so its not a power issue or a fuse either.

Some grand prix dont have power at the aldl port, mine doesnt. Yeah a bad pcm could keep you from reading the codes.

Somebody on a different forum suggested a wheel speed sensor as possble culprit for the flashing dic. Now that I think about it back when the issude first started it would stay normal when I started the car then start blinking once I moved the car...what do you guys think, is he onto something? Where is this sensor located?

But if the aldl port wasn't getting power the scanner wouldn't turn on. It just reads no data as if the key were off. Any way to test a pcm?

does the car start? i am having a similar issue but mine cranks not start. dic flashing 0.0 w/o anything plugged into the obd2 port. i think pcms bad. did you ever fix this?
