99 GT 1-2 Shift Issue

Alright, so my brother has a 99 Grand Prix GT with fairly high miles. I think somewhere around the 170-180k mark. He told me today that hes been having an issue with his 1-2 shift.

The way it was described to me was that he would be driving in 1st gear and it would get up to around 3,000rpm's @ around 20mph and still be in 1st. However, when he lets off the gas it would shift into 2nd gear and continue things as normal. He said that the downshifting is fine and that his problem seems to only happen when the engine is cold, but he has had it happen when warm too.

Is this a minor thing or is the trans going to need to be replaced?
 


My tcc solenoid cause relatively same issue like now when its 32 degrees outside or colder id suggest a pan drop with filter change and fluid refill and u may get lucky with that but no promise
 
Have him check the trans fluid first. My bros trans was going absolutely nuts last week. Couldn't pick gears. Constantly locked and unlocked the TC....it was low and he added a quart of fluid and it's fine now.
 
First thing is always check the fluid for level and condition. He's getting up in mileage though and this could be a number of things. Say like some slop in the valve body etc.
