99 Grand Prix GT No Start

I turned my car off in a parking lot and tried to start it up immediatley after but it wouldnt even crank.

Towed it to my house and began work on it.

-Checked battery and starter both are fine.
-Checked to see if power was getting to the starter from the battery and it is.
-Replaced ignition switch. (brand new part)
-Tried to reset the VATS system (Process didnt work)
-Wiring harness to the BCM has 3 splice points that didnt lead anywhere, The yellow, pink and red wires had been spliced on the old ignition switch.

After all of this work The car still doesnt start and wont crank at all. The lights and everything work when I try to start the car (Headlights dim when i try to start it). The key is a non origional key with no transponder (Axxess+ 14R2). Does anyone have any ideas?

Does it seem like the starter tries and it just hits the motor with a hard "click or clank" sound and it won't turn over?

I'd say it's either starter or hydrolocked.

Have you been using any coolant?
Is your radiator/overflow full?
Does the motor turn by hand? (Large ratchet on crank pulley bolt)

If coolant is good, pull the starter and have it tested.

the first thng u need to try to do is energize the solinoid on the starter, there are two terminal post located on the round cyclinder on the starter (solinoid). jumper these two post with a flat head but dont leave it there just real quick, the solinoid should engage, if not its fried and u don't need a whole new starter just get it rebuilt

if that above triggers the starter then one thing to check is the shifter there is a P/N switch that if bad would stop the signal from starting the car. i had that issue when i made a shifter boot for my car... i could put it in park and it would lock but it wouldnt be far enough forward to trip the Park switch. try putting the car in Neutral and see if it starts.
