98 GP GT electrical problems int lights flashing windows wont roll down ECM, BCM, alt

Hey guys thanks in advance for reading this.....So I have a 98 GP/GT that is having some electrical problems the windows wont roll up or down, no display on the radio, and the interior lights flash off and on for about 10 mins when you first drive the car [each time you get in], and there is no display on the radio but the lights are working on the buttons themselves........ I have noticed that there is some wires dangling by the pedals on the far left side that look like they may go into a relay box of some type [I can possibly get some pics if that may help]. I am not familiar with the car enough yet to know if it is a BCM, ECM, or just a theft deterrent box but the cords are assorted some small some not, could this have anything to do with the windows not working or the lights flashing?! Or is this a different electrical problem more along the lines of alternator or fuse box? ~Any input is much appreciated
 


Give us some history on the issue and car. Sounds like you recently got it with these issues.

Flashing lights would likely be from an alarm, is there one installed?
 
History is it was bought from a police auction with a salvage title, ran fine and I drove it home. Has always had flashing light so Im not sure when that happened, but I had to put a battery in it last spring and now it needs jumped again....could there be a problem with the alternator causing window issues and flashing lights inside the car? Not really much else.... uhh I also changed the air filter and thermostat when I first got it just for good measure. Fuses all check out but there are some spare wires on the driver side floor some small some big looks like its missing some sort of a relay or control box, any ideas?
