97 Grand Prix Gt wiring issue

Guys, my son just purchased a 97 Grand Prix GT. We went to replace the factory radio with an aftermarket unit, and somehow the 12V. line from the battery is now showing up as 3.3V rather than 12V. With the radio connected or disconnected, we measure it with a meter, and it measures 3.3V. It is the orange wire in the wiring harness to the radio. The switched 12v measures fine. I currently have it rigged where the radio runs only on the switched 12V, but we lose the stations and settings because we cannot keep a constant 12V, on it. I can only trace this orange wire into the dash where it goes into a bundle. Does anyone know where this wire comes from so I can check the other end?
 


Thanks, I ended up capping off the wire with low voltage and got 12v from the headlights switch, which seems to work fine.
