95 GTP 4 gear TCC isnt locking in

Hello over the past year my car has gone in and out the TCC locking in, if im using the term correct. At first I thought it was over drive but after some research i found that it isnt over drive but 4th gear has a TCC that locks in which drops the rpm's. So lately it hasnt been locking in, I have replaced the trans fluid and new filter. The car drives fine I would just like to have the lower rpm's on the highway. When the TCC use to lock in I could cruis at about 2 grand at 65mph but now without the TCC I am at like 2500 to 2750 on the highway. Any ideas on what it could be?

TCC solenoid in the trans my car has the same problem but mine only happens half of the time normally if the trans is hot from a long period of driving and i put in in park and back to drive it will only go to 3rd gear. when it happens to me on the highway i put my car in neutral and turn it off and back on and usualy it wont come back on unless i put it in park again. the solenoid is relatively easy to replace.
 
I have the same problem. I only noticed it about 2 weeks ago. About 2 months ago I replaced all the solenoids in the trans. Now I have this tcc not locking issue. I did read in another forum about a 94 regal with the same issue and it was simply a 'second' brake switch. Do our pontiacs have this? Also, another guy mentioned it was dry and cracked vacuum lines on the modulator. Any ideas? I'm burning a lot of gas like this.
