90s Buick PA, rough idle and fuel on plugs

We got a mid to late 90s Buick Park Avenue in the auto shop at school today (NA 3800 series II), it came in for an oil change and a check up. It started fine and drove great all the way here (half hour drive), parked in the lot, and when we went to pull it in the shop, it barely caught and ran like ****. The owner said it does that often. Changed the oil, then I pulled a spark plug to see what kind of shape it was in. Turns out they're actually pretty new, but it was drenched in gas. The other 2 in the front were the same, I didn't pull the back ones but my guess is they're the same. Any ideas? I can't see all 3 front injectors being stuck open, but maybe that's all it is. I'm at a loss. Intake doesn't appear to be leaking, either, but with how dirty everything was it's hard to tell.
 


What year is it exactly? Not sure if they share the same traits, but I know the PCM on the 95 Bonne is known to take a crap and cause weird things. Maybe the PA has something in common?
