2002 GP H/AC blower motor install

I took the blower motor out to fix it, I got it fixed but I got a basic question to ask now.

While installing it ,where does the other end of that little black hose go ,the hose is attached to the blower motor on one end ,then a short piece comes off the motor and turns up . . . does that open turned up end connect to something ???

Where is that something ???

Or is this just a vent ,vented out . . . under the dash ???

I decided to put a new blower motor in instead of the fix ,which I felt would have not lasted long.
I also saw where the small black hose was connected to ,one side comes off the motor and goes ,as a perfect fit to a plastic nipple that is located on the firewall side of the large blower mounting hole , into the ventilation duct .
I guess the hose allows air flow into the motor.
Also I was amused at a large glob of tar that was on the heavy rubber band , about mid-way. The rubber band around the motor housing holds the black hose in the hole on the motor , why tar ? I guess cause it is cheap & easy.
The tar was on good and it wouldn't come off the rubber band and is now doing its job on the new motor, holding that rubber band in place.
