2000 GT 3.8 Hubs shot and a busted boot, Corner of the bumpers loose and side skirts

I just got a 2000 GT and it needs some front end work. I noticed that the there was a wobble and thought maybe an alignment issue but it needs new hubs. A mechanic looked at it and he said it needs to bearings and it had a busted boot. I'm not sure if that's the tie rod but it steers just fine and the steering is nice and tight. I'm looking for roughly how much that can cost and if this is a common issue? The tires and wore on the outside and the inside and when I jacked the car up it was really loose. I also noticed that the the plastic panels under the doors are loose because of the rusting of what they used to be bolted to (Minnesota) is there a good way to fix that?

New wheel bearings can be had for 150-200 bucks for both, depends on who you buy from and quality. I like timkin bearings myself off rockauto.

And loose in what ways? Up and down or left and right?

And that boot could be the CV axle boot.
 
I'll buy Moog's with 3 year replacement policy from Advance with the discount code for $60. We know they are going to fail, no matter the brand. May as well have local replacement for 3 years and plan on selling the car in 1096 days.
