2000 Grand Prix Gt Coupe 3.8 Problems Surging???

Hey Everybody,
Just need a little help discovering a problem.
Whenever I'm going over 2000 rpm and lay off the gas my rpm gauge drops down to 1000 but surges up to 1500 a couple of times and the car noticeably lurches forward a little, especially bad when goin down a hill. Just wondering if my idle is set to high or if a sensor's bad. appreciate your help any suggestions
