1999 Grand Prix DRL problem'

Alright, fairly simple problem. Today I got a ticket for not having working DRL's (I'm in Canada). As far as I knew, the DRL's were working, the low beam headlamps are always on, which I assumed were my DRLs.
So my question is, which lights should be on for a '99 Grand Prix?
Maybe this is a problem, but my low-beam lamps do not change intensity/brightness when I manually turn on the head-lamps.
Things I've done:
- on the ignition switch on the steering column is this 'box' (best way to describe it; it controls the fan and A/C, and head-lamps) I took it off and apart and cleaned the contacts inside.
- Checked all fuses and relays, they all seemed to be working properly.

Any ideas what I should be looking at?
 


So you got a ticket for having everything function properly?

That cop was a complete retard.

To me it sounds as if everything is working perfect but I guess the law man doesnt think so.
 
Next time you get pulled over, have your camera phone on. Start recording before they walk up to the car, and if they ticket you for no DRL's, get out and walk to the front and video the front of the car. Then sue.
