1997 SE L67 Swap won't start

Ok well as many of you know I just got the car running about a month ago. Its my Dad's car and he has been telling me the car sometimes is hard to start has to keep his foot on the gas to keep it running eventually it will run right.

So this leads up to the other day, he goes to pull out from a red light and the car shuts off so he coasts into a parking lot. Well now it won't start.

I have tested the following
-The Fuel pump primes when key is turned to the on position
-When cranking there is spark
-The car has fuel pressure at the rail, if the test valve on the fuel rail is pressed fuel will squirt while cranking sorry I don't have a fp gauge for this car so this was a cheap test lol.
-Checked the fuel injectors which read at 12.4 ohms
-Replaced the crank angle sensor with a good known working one
-Swapped original SE PCM which the car would at least idle on and still no start
-Reset battery terminal over night
-I pulled a plug and it DOES NOT smell like gas and is dry thats the kicker
-Measured voltage at each injector clip and it was only reading 500 or so milli-volts not sure what spec is here but I am guessing this is the problem
-I took the harness apart and found no broken wires
-Swapped MAP sensors with a working one
-Swapped MAFs with a working one
-Tried leaving the MAF unplugged




So I am lost here the car has new plugs and wires.

This car doesn't have a security light but does the procedure listed on zzps site apply for resetting the security on this car?

Please try and help me get his car back on the road so I can finish the AWD swap and finish rebuilding the engine on my buddies Eclipse spyder. To many cars to fix at once lol.
 


You should be getting 12v or source voltage at the injector connectors. If not then you have a problem there.Spray some starting fluid in the intake and see if it starts up.If it does then you have issues with the injectors.

tried it and it runs... LOL this is annoying.
 
Injector harness insulation was cut and blew the fuse out that my dad was supposed to check lol. I found it about a month or so ago.
