1989 Turbo Grand Prix questions

i am the new owner of a 1989 turbo Grand prix which has the following problems will not start turning the key but will start jumping the solenoid ,the aintilock brakes pump on and off and doesn't quit.I also says check guages??????

I have the dash apart there is voltage coming from the key switch (yellow wire) where is the neutral safty switch?

Thank you very much I think I can run a separate wire to fix the starting problem.
