'04 GTP Coolant Fans Inop

I have a 2004 Grand Prix GTP with supercharged 3.8L. Recently I have noticed engine temperature spikes when at idle. I have checked the coolant and filled to proper levels. The last time it spiked, I checked the cooland fans and noticed that they were not turning on. What is the cause? Engine temp gauge on dash is working properly.
