02 GT Steering wheel shake

When around 20-40mph the steering wheel will shake left and right on its own about an inch or so if I'm not holding on along with the car pulling left hard. but around 50-80 little to none steering wheel shake but just vibrations from what I believe to be bad tries. Not sure what the cause could be I'm thinking CV shafts, tie rod ends, tires. Anyone have any input or idea's?

Jacked up the front and Right Front wheel has a little play when I grab by the top and bottom and move back and forth. It like clicks I guess is the sound. I think the previous owner had replaced the RF wheel hub once before, if i remember right. I still down think that would cause the whole front end to go side to side at low speed tho.
 
Well crap, its this right? I'm found one on rock auto for like 86$ I plan on putting in after my new tires.

Replaced the bearing with the problem still there. Solved it by stealing the two front tries off our other GP, and after examining the LF tire it had so many bulges and one of the belts in it shifted or someting. Thanks everyone!
