    Can't connect rack and pinion to steering

    My 2008 Pontiac Grand Prix is very hard to fuel, the pump keeps clicking off. Its giving a code P0446 Evaporative Emissions Vent Control Circuit. What could cause this and is it a difficult repair (do I have to take the gas tank off).
