2000 Pontiac GP SE with NO OD

I have a 2000 Pontiac GP SE 3.8L with 153k miles on it and it won't shift into OD. It runs at about 3100 RPM when driving at 70 MPH. There is a whinning noise coming from the front end. The whinning noise only happens when it should be in OD. No matter the speed. I've read on previous post...
