Thanks for the fast responses! I also need the tabs that the center console bolts bolt into. I have the bolts but there are no threads there so I assume there's tabs that go there

What hardware is needed? All I know is I can see the upper tab is broken off and it bangs around on the bumper when I Hit bumps. I assume it's not fastened at all and i don't even know how it attaches

The reservoir I have is the "new style" where the tank is mounted behind the right bumper, below the fender, and yes, just the fill neck sticks up behind the battery.

The neck has a rubber gasket that connects it to the main tank, these are two separate pieces. The neck is hold to the inner fender with a screw and a mounting tab off the side of the neck. The tank is mounted with with a large metal bracket that wraps around the tank, then has 2-3 screws into the body of the car, there might even be a molded tab off the tank as well a screw goes through. When I remove them off wrecked cars, i get it all, cause the '97 GP guys like myself that update to this style need all the brackets and hardware. Need pictures?

Sounds like you just need a replacement neck so you can use the mounting tab again.

Ah ic. I know for sure the upper neck tab is broken because I can see that. But a can physically grab the neck and wiggle the whole tank around. Would it stay in place if it weren't bolted at all? I suspect the car may have been in an accident and damaged the bracket and/or where it mounts to

I have hood struts also, not sure what it's going to cost to ship them but they're yours if you just pay the shipping.

Never know. Best bet would be to remove your right wheel well liner and see whats going on back in there. Could be a loose or missing bolt. It should be pretty solid when installed, even with the neck installed, the bottom should be pretty tight.
