Those are the 04-08 split fogs with custom molding to make it look good. Flip did one similar, but nobody else ever did it and certainly no aftermarket vendors. It's such a cool look.

He had that bumper custom made.

Its a 97-03 GT/GTP bumper with 04-08 fog light holes molded in.
