Does painting the housings black take away from visibility at night though?

Personally, My old headlights were all foggy and gross, so i bought nice clear black housings, and i still had the same light output
But the biggest difference between the foggy headlights and black housings is if you get HID's the light output will be greater from the black housings then the foggy ones.
