I broke one of my side skirt (rocker covers) and while it's being painted I'd like to straighten the metal rail but it has 2 screws on either end that come from the inside somewhere. So how do I take it off?

That was originally riveted on all of them I've been into. From the outside, after fender is on. Normally and if I recall correctly, grinding off the back side of the rivet with a burr tool was my solution for the front. Another method is to remove fender with strip attached but remember fender has one weld holding the hood hinge to it. That area is loaded with conundrums that make simple R&I difficult or turn it into replacing everything. Such as molding tab stuck in strip from dirt, etc. I have no recollection of troubles at the back end. If its screwed from behind, start by cutting off the screws and grinding at the hole until the strip can be pulled away. Or f8gue out how the previous guy did it. Darn near impossible to keep those straight but as long as theres no big gap behind the molding, you're good.
