2001 gtp throttle surge and more

I have been working on my gtp ever since I bought it used fixing a lot of little things. This is the last and unfixable for me and my friend(mechanic). I get a surge or sputter, when I'm in idle or if I'm putting a load on the throttle, between a couple hundred rpm where ever it is at. We 1st thought it was a vacum leak and found 1 but didn't fix it. Also when It surges my fuel gauge will rise above where ever it is. Any and all possible fixes are welcome and appreciated. Also. My hud on the windshiled is out to. Could it be a bulb or fuse?
 


on your hud there is a how to to fix it, and fix you vacuum leak then report back and see if it fixes it.
