Would the overlay with Reflec-dome from the 97-03's work for an 04+? (non gxp)

Unfortunately the dome option is not available for any other Arrowheads. For the 2004-2008 (non GXP), the center 'star' of the decal must be clear of dome. This doesn't allow for much dome to be applied and sacrifices the quality of it.
