Turns out the EXE file is not what is needed, and you need the full install (aka the database that comes with that version)
I was able to pull it off my old harddrive, I can put something up if anyone needs it.

Sorry to bring up a dead thread, but I just found a download to the software and I'm hosting it on my Dropbox. 99% Sure that it is the latest version with the update to unlock all cars. It's version 1.2.4. Just trying to spread it around because the downloads are becoming harder and harder to find.
