I've got a working theory, but ultimately I need to find the correct wiring diagram for my Range selector harness. Clearly I'm either stupid or it's just not in these manuals. I've turned about every page of 2 of the volumes to try to find it.
I'm also going to need to find someone that has a diagnostics tool that will read BCM codes. I think that will identify the issue. Until then, still plugging away.
Scotty, looks like you were correct.
Had to call the dealer to figure it out, but it's called, "BTSI lockout solenoid". According to GM, it's sold/installed as the entire gear shifter assembly. I'll have to take a closer look and check the diagnostics for determining if it's bad.
Clint...having recently replaced my shifter and currently having no electrical to it at all... I can tell you the 2000 Regal does not use that for determining if it's in reverse. I know this because my backup lights and backup camera both work great. If you can hold on a second, I should have a minute to look this crap up for you this weekend.
If you want to find that info.. look in the back, there's a section for electrical connector ends and pass throughs.. it's swesome once you figure out what you want to look at. Sucks balls in the ESI electronic version because it's something you have to search on.
Perfect. Take a look when you get a moment. I'm starting to get a little better understanding of these schematics. One cool feature is where it shows the grommets and what zone they are in. Makes finding electrical components easier. I'm actually thinking the reverse light issue and the park lock issue are unrelated. The reverse issue has been going on for a while. The park lock issue started when I unplugged the connector for the BSTI. Even when I plugged it back in it's got an issue.
It's my anniversary today so I'm not going to get any car time today or tomorrow.
Found a friend with a code reader that would read BCM codes.

not sure where you are looking, my 99 Regal GM service manual says that B2552 is a backup lamp low voltage issue.
And the other one is a trunk release circuit issue.
I'm pretty sure my BCM is bad. Also pretty sure my BTSI is bad as well.
Well, I think the BTSI is bad because when I've been researching, it looks like the BTSI is what won't let the gear come out of park. Supposedly it is it's own independent system from the PNP deal. Also, the 2nd BCM code I pulled has to do with the signal from BTSI so that the trunk release will work.
Also, I still have not been able to understand why my PNP switch does not have those center 3 wires in the harness. I cannot find the info in the manual. I'm assuming they run to somewhere else. I suppose I may have to just do it the old fashioned way and follow a wire or two.
take a look at the 20pin transmission connector. Your year may have been an early convert to an internal PNP
OK, I'll check that. it still drives me crazy that I can't find this stupid PNP connector diagram. I mean, it's still in my car, it just has some different wiring. I'll check that round 20pin connector. I think I already looked at it thought and it was like the one you have posted in your other thread. I'll double check.
Went to the JY and pulled a floor shifter unit with the BTSI solenoid in it. Put it in my car and that has fixed the car coming out of park issue. Now just need to find the reverse light issue.
My new wheels arrived over the weekend.

Well, it turns out that my reverse light issue was actually a short in the wiring in the trunk, so +1 for those of you that suggested that. I'm starting to think that my BCM is not bad, but having trouble chasing down my last issue. Trying to decide if this is a short or a solenoid issue. I think I'll just have to break out my test light and continuity tester and go through a bunch of these wires.
My stock BTSI solenoid and shifter mechanism will not recognize the feed and let the car come out of park.
So I swapped out the BTSI/shifter with one that I pulled from the JY. Then my car would function properly from that aspect, but then the key release would not work.
So I put my BTSI back in after bench testing the solenoid(which appeared to function via 12 volt batt and inputs), but now car will not come out of park, but key will release.
So either both of these shifters are bad, or my bench test was faulty, or I have a short or two somewhere and I keep moving stuff around causing different problems each time I swap this out. I'm guessing I have a short, so back to the wiring diagrams and diagnostics checklist.
UGH!!!!!
There is however a "clicking sound" in the dash when I try to depress the park lock button on the shifter.
