Find someone with a TECH 2 factory scan tool and they can do it, I've got a local guy who has all the factory scanners who does mobile programing for ecm, radio and for setup. So does diagnostic's for shops that can't figure stuff out for themselves.
Is it different for the 04+ cars? I have a procedure to program my fobs.
take it to a locksmith. cheaper than a dealership.

Will a faulty chip cause 04+ cars to not always start right, acting as if they're either flooded or didn't quite catch? My car does that on occasion, and the woman at the dealership thinks I should get a new key.
Starts fine; run to store; then won't start at first, like it hadn't quite caught on, and when I go to start again, I have to blip the throttle so that it catches. I've noticed, that on startup, it'll cycle the needles, then as the tach returns to normal, the idle will drop for a fraction of a second before normalising; since other 04+ cars I'd tested did the exact same thing, I assumed it was normal. But when it stalls or doesn't quite catch, it always does it when the idle drops during the startup... and if I don't blip the throttle then it acts like it's flooded! I'm not worried... yet; as long as it's not related to the whole ignition recall, and as long as it's something I can tinker with! Thought: how gummed up do the idle air control motors get?
The last few years I have been cleaning my TB every spring because they get gunked.
I don't have problems anymore...I have an 04.
Cleaning the TB is super easy and worth it.
The before and after ...pic is from series ll but expect the same thing.
We don't have an IAC because the plate is opened electronically(drive by wire) for idle
