VATS can be turned off using HPtuners.
Did HPT finally fix it?
In DHP there's a fuel pump or injector run time of 4 seconds. Changing that will keep the injectors from stopping
Mine must be a factory freak then... I can only use the factory GM PK3 key in it... It will start, run for a few seconds (less than 4) and then die. So as unlikely as it might sound to you, I asked a question because I have an issue (I'm cheap and don't want to spend 35 bux on an extra key).

In HPT it's in the same area as fan speed and speed limiter. I forget..it's way to the right of the menus. However.. we didn't have the ability for the longest time to turn it off.

Passkey III – transponder ignition key
The Passkey III anti-theft system uses a transponder inside the head of the ignition key. Theexciter inside the ignition lock cylinder energizes this transponder when the ignition switch isturned on. The transponder transmits a unique signature to the theft deterrent control module.If the key signature transmitted is acceptable to the theft deterrent control module, the theftdeterrent control module will transmit fuel enable password to the PCM. If the fuel enablepassword is correct, the PCM will start the vehicle.
Who said a PK3 key is $35? I think I paid $5 for my PK3 and paid nothing to get it cut at a local hardware store.

There are other options showing on that link where you can get them even cheaper.
Pretty sure you need a good PK3 key to program the new keys. The directions I got with the keys that I bought have you put the good key in the ignition, turn it on then off, put in the new unprogrammed key then turn the ignition on then off. If the OPs key is bad then he can't program the new key. The dealer may be the only option.
And..if the ignition is bad and not reading the key.. then you need to bypass and stop worrying about keys.

Contacted the seller, here is his response:
Dear friend,
I will send you self programming instruction with the keys if you need it, it is very easy as long as you have one working key (start the engine) the programming takes less then a minute. Just mention it when you do the checkout and I will make sure to add it to the keys.
Also please make sure your vehicle is not made in Canada (VIN starts with the number 2) self programming isn't possible for Canadian vehicle.

I had a local 02 that had the ignition issue. Programmed it out. Poof.. car started every time.
