the fan will be on if the ac is on and if the temp gets to a certain temp or if the ect is unplugged.
You sure like to ask alot of question based on temps, seems that you already know how and when the temps come on but still ask more questions.....
Like Dsmut said, if the AC is on the the fan comes on. If the temps reaches 214 with no AC, the low fan turns on and at 228 the high speed. If you unplug the ECT sensor, the fans will come on.
Nothing else controls fans, nothing. No air, no rpms, no engine speed, no nothing.
The temps you are seeing are not super abnormal for a hot summer day with the car NOT moving, its going to heat soak in a matter of minutes and raise the temps.
I still think half your problem is your radiator, to me its not able to do its job properly. You've said in the past its been replaced and cleaned, but in that roughly 70-80K miles who knows whats its been through. A fellow member recently was having temp problems even after replacing thermostats and doing coolant flushes, turns out his radiator was the cause for the rising temps because the insides of the radiator were bad.
Once at temp, shut off your car and feel the front of the radiator. If some spots seem cooler then others, you have a blockage..
Go to orileys and get a 1 3/8" radiator for a monte carlo 130$ direct fit with a little macgyver-ing and it wont ever go above 190*. There is a how to on this site.
