This kinda depends on what you'd like from the tool.
Options:
Portability
Programming ability
Generic for various models/makes
Low cost
Some of the guys with Droid/iPhones have found an OBDII connector and a programe called Torque. Not sure if they've had success scanning KR yet. May be a nice low cost way. I'm not very familiar with this one.

Let me clarify:
I have a laptop so wouldn't be opposed to having an interface to my laptop (if there is a cord with a program - I can sit the laptop in my passenger seat if need be)
I don't have an iPhone/Droid (although my wife does) and have little interest in this anyway
I'm looking for something less than about $200 or so
I don't care about programming (i.e. I just want to pull data and not change it etc)
I do want it to operate on multiple cars - we have three right now so I don't want this to be specific to my 1998 GTP. I also have a 2005 GTP and a 2005 Monte I might use it on (plus we're looking at replacing my wife's monte with a 2009 MKX)

I have the scangauge II and it reads KR and a bunch of other engine parameters. and it reads codes. It gets the job done!

Harbor frieght has a pretty good one. Reads and graphs live data. Have'nt used it to read kr yet though.

It looks like the Actron 9185 @ $210 or so monitors KR. Does anyone have any experience with this one?

It's too bad the HPTuners scanner is so expensive ($349). It is clearly one of the best out there.

aeroforce gauges are decent for a permanent solution (Imo the only solution you should consider for KR since it can vary so easily.)

If you could find a LS1M used(they no longer produce them) that would be the best bang for the buck, as it scans and logs. It would work on any 3800 or ls1 vehicle.

Check out this GM Enhanced Software . It run great with this obd2 scanner.
I've been using it for 2 years and you can read ABS, SRS and special powertrain codes.
