If I cut my transmission oil lines to install my trans cooler will that drain the fluid, or do I still need to drain it at the pan?

the pan is a low point where the fluid sits. my guess would be to still drain it at the pan to remove most of the fluid.

You wont loose much out of the lines. Dropping the pan will drain about 8qts.
