My headlights don't turn off when I put it in park. Does this indicate another problem, or am I just doomed to overspend on bulbs?

why would they turn off when put in park? thats not normal. they normally turn off with the key, or you can set them up to stay on for like 20 seconds after you turn the car off.

In the daytime, when they function as DRLs. it's completely and utterly normal. The 2020 Cadillac XT4 loaner I have now does exactly the same thing. And it should. You don't need DRLs if you're not moving.

overspend on bulbs. you dont need drl during daytime either.
you could just reach up on the turn signal lever and turn off the headlights

not having had DRL in years, IIRC the would come on whenever the ignition was on, the headlight switch was off / auto, and no parking brake. I dont recall it ever being tied into the PRNDL position

During the day, the headlights are the DRLs. It doesn't do it at night. I apologize for the lack of clarity.
