My highbeams seem to stay on all the time when the fog lights are on. If I turn the fog light switch off, the highbeams will go off. The Multifunction switch has been replaced with no change. Any ideas on where to look next or what the cause is?

Curious, if the fog light switch is off, do the high beams still work as they should?
And to answer your question, it sounds to me like some insulation has gotten nicked or melted where the hot for highs and fogs run close together, so that could literally be anywhere from the mfs forward until they split back off near the radiator support. Time to bust out a multi-meter.

Sounds like you're looking for a short to power (to the fog light power/fuse/relay) in the high beam circuit.
I'd check behind the light switch first, then move to the harness behind the headlights, then to the fuse/relay box.
I'd also check the ground behind the driverside headlight. A bad ground could let the power go through it to light up other stuff.
