Long extension from under the car with an impact. Using a breaker bar can be done but pretty tight under there if the car is not on a lift.
Heating the bolts up is helpful too if they've never been off before.
I sprayed the crap out of the bots/nuts with PB Blaster the day before I tried removing my stock downpipe, let the car warm up for a bit, drove it onto ramps, then got under it. I used the socket (can't remember which size, maybe 13 mm), a swivel, a long extension, my breaker bar, and a can of spinach.
The nuts should be either 13mm or 15mm. Most find the downpipe to intermediate pipe connection to be tougher

I found it easiest to cut the stock pipe with a sawzall just before the cat. then the bolts are easy enough to get to with anything. used a diamond blade and it cut like butter.
I am most concerned with the front bolts
Like the great BillBoost once said, the rear bolts are the fighters, fronts are easy because they dont get rusty due to the temps they see their whole life.
Ok that makes sense but the rear bolts are rusted into the flange pretty bad that's why I am replacing the resonator as well so I'm just gonna cut that section out and weld in a new flange and glass pack
