Do you live near gas stations that carry E85? IF so, switch to E85 (you'll need bigger injectors, a tune, and a few other maintenance things) and drop pulleys.

Otherwise, Headers $250, tune $200, Pulley drop, $150.

Thats if you can do the work.
    Comp G. E85, 2.8, Headers, Tune, Intake, S1X, 105# springs, 60 # injectors, 255 walbro,etc.

I love it when people ask questions in the chat box then start a thread on the same thing already answered.

    What's the budget.

You say cheap, so I figure under $150. If you don't really plan to do alot of mods, just do a 3in downpipe.

But headers normally require a tune to go along with to gain the most from it. But you can still buy them and install them with the cat converter and be just fine.

just take the word cheap out of this......its gonna add up a bit.

headers are first 200 bucks, 3.4 pulley hub, pulley puller rental over a 100. tune, canned tunes are any where from 100 to what ever tyou can get raped for. or buy a dhp tuner and learn to tune it yourself for 250.

    your over 500 easy already.

the mods in my sig are worth more then i paid for the damn car lol

98 Buick Regal GS, F body brakes, Caddy STS wheels, tinted tails L36 bottom end, lightly ported heads, 1.95 roller rockers, headers, gen 5 N* 3.0 pulley, FSIC, 42 lb injectors, a BrandonHall rebuilt trans, DHP tuned and AEM water/Meth injection https://goo.gl/gpV5kW

You have to do those maintenance items first before you start modding. And if you really want to start modding, you need headers. No if, ands, or buts about it. Otherwise you'll knock the hell out of your motor and start chipping pistons.
