I think it's about time I pick up a device to scan and program my pcm myself. Can someone please educate me on what my optional tools are to do so? I'd like to keep it pretty inexpensive. Willing to do it by laptop or self-contained device.

Uuummmmm... Search as there is a TUNING section here and use Google too!
At a minimum you'll need, wideband, tuner and laptop! And lots of time : )
Dhp tuner or hp tuners are your choices
DHP's run around 200-300 depending on model and what comes with it. There is also zero support left for them as the company is gone.
HP Tuners will run you 500 bucks for the standard VCM suite and 650 for the PRO version. The standard VCM suite is what most buy as its pretty much all you need.
Invest in a wibeband o2 sensor gauge aswell, without one you are shooting in the dark at times with tuning.
I love my DHP, don't give a **** if they are out of business. It's still works just as good as long as your not dumber than rocks.
