My parking have recently started staying on after I park the car and get out, had to pull the fuse to get them to turn off. I also have started to experience some stuttering when starting my car. 2005 Grand Prix GT

Remove and clean both battery terminals. Corroded/loose terminals cause weird things sometimes.

As far as the starting issue I'd remove the entire throttle body and clean it inside/out. They get carboned up on the backside of the butterfly valve and cause issues. Clean the MAF with approved MAF cleaner and see what you get.

It sounds odd, but when the battery was weak on my key FOB it made the parking lights stay on unless I double hit the lock button.

I've checked into that but I have the Dorman remote and even with a new battery I get a low battery alert so they're sending me a new one

The low battery alert is why the lights are staying on. Just make sure you double hit the lock button and they should go out.
