Think of it like a mission statement for each section...
Right now the definition of each section is muddy at best.
And the continuing disregard for section when starting a new thread is just making things worse.
Should they be clearly defined then re-enforced?
Who wants to help define each section?

How to needs to be categorized and updated... the how to button at the top that is.
Thats easy to do and will be done regardless.
