Sorry it does not, but it does have the hoses to hook to one even though they aren't in the pic

is it complete other than that?

It should be complete it comes with DO7 and DO10 nozzles. But like I said I never hooked it up so the only part I don't know is how it hooks to the reservoir but the one end of the hose has a 90 and rubber washer which I assume goes to the reservoir

I have a stattama turbo intake that I'll have to sell to have money for this, if someone else wants it before I have the money, then it's fine with me

Use your washer fluid res, nice and big and warns you when it's low. Devils own sells a bulkhead to use on the res that works great.

is the bulk head just a mount for the reservoir? I dont see anything on their website that looks like that.

Well I'm turbo so the pulley doesn't do me much good. But I know a few people looking for a xp cam so let me do some checking.
