You'd be hard pressed to beat any of the new high feature dual cam cars...hell even the new Camaro sixxer is rated at more power than the old out going 3V Bullitt mod motor V8 Mustang.
I suggest reading and research, OP. Your N/A GT might break into the mid 15's...which is about on par with a stock four banger Cobalt.
Hell, I was pedaling TravisGT2 in my intake/exhaust 2.2 Cobalt...and it didn't even break 140 horse to the wheels.
I'd tell you to just turbo it.
But then you'll need a transmission to hold the power.
So, you're probably looking at around 6~ grand or so to do it right from scratch.
